We often say that the creator is the real doer of every thing, but this is to be understood only in the sense, if we are not in the direct control of any situation. If we are in control, then we are directly responsible for the act and its consequences.
Seasons are not under our control, but if they affect us adversely, then if we do not take precautions, then we are responsible, and not any god, he/she will not help you, a doctor or medicines will cure.
