What does 'probably approximately correct' mean?

Years ago we used to say and regard something as fully correct or fully wrong;
Nowadays, it is not necessary to do that, one can be partially correct, i.e. it is a matter of accuracy; and vagueness;
Even truth can be a matter of gradation, a matter of degree.
'Probably' attaches some uncertainty;
So, we can use some phrases like this:
a) I am most probably very correct,
b) I am with high probability, most accurate,
c) It is most likely that I might be greatly wrong,
and so on...
