In one of the speeches, on one of the days of the National importance (most probably it was on 15th August) just a year or two ago, our Prime Minister had said that means the following:
"...want to create situations or positions for the citizens of our country such that every one can perform his/her duties peacefully, without any interference from the officers, and if the people face any problems, the government would be there, anyway to help them..."

Has this happened or is it happening in our societies and communities, job places, and in our habitats?

Unfortunately, in most places, the contrary has happened or has been happening; as can be easily concluded from the prevailing situations in various parts of the country.
