Can We Do Puja Without Maintaining Hygiene?

Vishnu Smrti - Chapter 64, Verse 9:
न चाशौचवता कार्यं देवतार्चनकर्म वै ।
यस्तत्करोति मोहेन तस्य तन्निष्फलं भवेत् ॥
Meaning - A person who is in a state of impurity must indeed not perform the act of worshipping the deity. He/she who performs it out of delusion, that act of his shall become fruitless.
According to Kularnava Tantra - Chapter 9, Verse 88-
न वारिणा शुध्यते देही नान्तःशौचेन शुध्यति । अन्तःशौचेन शुध्यन्ति तस्मादन्तः शुचिर्भवेत् ॥
The embodied atma is not purified by water, nor is it purified without internal purity. It is by internal purity that beings are purified; therefore, one should be pure within.
According to Garuḍa Puraṇ - Parva Khaṇḍa, Chapter 222 -
अपवित्रः पवित्रो वा सर्वावस्थां गतोऽपि वा ।
यः स्मरेत्पुण्डरीकाक्षं स बाह्याभ्यन्तरः शुचिः ॥
Whether a person is impure or pure, or even if he/she has passed through all possible states (of impurity), he/she who remembers the Lotus-eyed god (Vishnu) becomes pure both externally and internally.
Manusmrti - Chapter 2, Verse 60-
अद्भिः गात्राणि शुध्यन्ति मनः सत्येन शुध्यति ।
विद्यातपोभ्यां भूतात्मा बुद्धिर्ज्ञानेन शुध्यति ॥
The limbs of the body are purified by water, the mind is purified by truth; the individual atma is purified by learning and austerity; and the intellect is purified by knowledge.
