In a country, if the citizens have to have some character, of course for good, then they all have to have some overriding thought, and this comes from the top leadership of the nation, and this thought should be based on the principle of empathy.

If it is not so, then the citizens would suffer pains and pangs of life, beyond recovery.

However, in a situation of bottom to top approach, often such good thoughts do not so much reach to the top people, and do not create much influence, and then the story reverts back to the first approach; this latter phenomenon, I have observed for last several decades.
