In fact the people who do bad things (like killing innocent people, and many nuisance things: riots, torture, burning property of others..., and adulteration, etc.) are either untrained or not inducted into good behaviour; such people are also socially insensitive and irresponsible; and should be treated by the prevailing laws and be punished, if found guilty of committing the crime.
In most cases, one or more of the following are responsible for existence of such bad elements in any society: lack of parental training and coaching, poor education, too much of social/personal freedom, no responsibility on the head, bad company, and lack of any ideals in that community or society.
