It is satire. No such instrument. Sambelu means a very solid wooden piece meant to grind spices by lifting up and striking in a pot called khandaniyu.
The laughing point is, the musician tries his best to.please a rich man with his skills to get generous reward. The rich has no liking or knowledge of music so says that all hollow things make sound when blown. You get reward only if you blow a solid thing.. impossible.

Do you know, another word for sambelu is mushal.
A famous story.. yadavs tried to mock a learned rishi. They tied a mushal on the stomach of a male yadav, dressed him as a pregnant lady and asked yhe rishi, the child will be a boy or girl.
Tbe angry rishi knew without seeing the mushal he is being ridiculed. He cursed that the thing will give birth to the death of entire yadav kul. Ultimately yadavs quarrelled with such sambela like things, killed one another and very sad greatest yadav, krishna gave up life under a tree thinking of this mutual destructions called yadavasthali.
So sambelu or mushal has this story.
