When people are inspired, they form their groups, group satsangs, they sit together, they meditate, they do their bhajans. Then the units are all formed, they form the chapters.
It’s a vey loose organization structure. I always felt that you know that *the organisation should be like a frame around the picture, the frame should not eat the picture. Knowledge is the picture.* A little bit organisation is essential.
That much is happening and then teachers are trained and they take care. It all works.
